which plants will last thru the winter?

I'm playing the idea of building raised garden beds that will double as a privacy fence. They will be at least 3 feet tall and I'd like the plant to grow at least a couple more feet. I want to plant chile peppers but idk that the plant will last (and provide some privacy) through the winter. What are some plants that might fit this criteria? I'm in the mountains of Western North Carolina.
