Raspberry bush no raspberries

Hey all I am in US zone 7b and I've had a raspberry bush for 2 years in a large container but it has never bloomed a single flower. I have plenty of pollinators in my area to help with fruiting but I never get a single bud.
Any ideas how I can get it to bloom?
