Re-doing entire lawn

So I bought a new house, and I'm a first time owner and kind of new to yard work in general. Anyway, my lawn is kind of a wreck. It's covered (about 80%) in ground ivy, dandelions, broad leaf plantains and a multitude of other weeds. I'm thinking of just tilling up the whole yard at the end of summer or beginning of autumn and seeding new grass.

Is that the best option in this case? or is there something less labor intensive I can do to knock down the weeds and plant new grass before next year?

additional info; I'm in central VA, mix of clay and sandy light brown top soil, summers are hot and humid and winters are somewhat mild with the occasional heavy snow. My yard gets mostly direct sunlight.
