Help reviving a mostly dead tree?

Moved in to a new place in November of last year. The backyard was a mess, no grass, no signs of life. There was what I thought was a dead tree in the corner. I ignored it figuring I'd rip it out in the spring when I started fixing the yard. After some rain in January I saw bits of green on the tree.

I'd like to revive it, but I don't know how. I've taken to watering it a couple times a week-leaving a hose on low over it for 15-30 minutes, hoping the water will soak through to the roots in that time.

I'd love any/all assistance with reviving this thing. I'd like to know what it is, and what I can do to get it to be more than a stick. I'm happy to water/feed/whatever, but I haven't a clue in this area. I'm in SoCal (Zone 9b : 25 to 30 (F)).
