How to get habaneros to ripen in fall?

I'm in Baltimore, zone 7a, and have an outside habanero plant that is filled with peppers but none will ripen. They've been on the plant for weeks and stayed green. I really don't like them green, so I would like to know how best to get them to ripen. I've already tried putting one in a brown paper bag with an apple and no results. Should I try to get it out of the ground, pot it and bring it inside? If so, any tips for that?
