What's happening in our garden?

Melbourne, Australia. Our Japanese maples did not properly sprout leaves this past spring/summer. Just some tiny shoots here and there. They are about 20 years old. Same with our grapevine, tiny shoots, hardly any proper leaves. A nearby climbing rose died late last year also. We're wondering if this would occur from possums eating new shoots until the plants just give up? Or is it something else?
