How to increase flowers on Iteoh Peony

Hey guys I am a beginner gardener, this peony has been giving me trouble for the past couple years. It's an bratzella iteoh peony. It only gives me 2 buds every year for the past 3 years. My first question, How can I increase the flowering/ get more buds? My second question is should I cut off the side branch where there is a red circle so it can give more nutrients to the flower to develop it/ make it bigger?
