I want to put in a no dig flower bed but the ground is slanting towards to the fence

Planning on adding a no dig flower bed in my backyard so I can get more butterflies and bees to help my garden.

My backyard isn't leveled and it slants towards the back of the fence where I want to put the flower bed. Should I level it or put a barrier against the fence so it doesn't spill into the neighbors yard?

Trying to figure out how I should do this without spending a ton on materials.
