Need advice on how to best utilize this area for gardening this spring - more details in description

Hey all, I’m trying to figure out the best option for gardening here for vegetables and herbs when spring comes, it seems obvious to just plant in this bed, but the soil only goes 2 inches or less down before there’s a heavy black plastic sheet that I know I can’t rip through (annoying condo rules).

I was thinking I could just build some simple raised beds on top of it out of wood and put a liner in them and grow vegetables that way, maybe 10 inches high with room on the sides to walk around and tend to it.

It’s also in a shady spot so thinking about focusing more on veggies that don’t need as much sun. This is the north side of the building unfortunately.

But in general would love thoughts of how you would utilize this space for maximum veggie growing and production yourself!

Thank you so much 💚
