Question about shallow plot and gardening this year πŸ₯¦πŸͺ΄

Hey all, I’m trying to plan my garden intentionally and doing it the first time on my own.

I was really excited because my house has a slightly raised bed with red mulch over it out front as part of the property, but I was curious to see how deep it was and it’s literally like an inch maybe an inch and a half to two inches of actual soil.

My question is: is there anything I could even try growing in that? Even herbs? My instinct is that it could only be used for flowers, but wanted to ask you all what you thought!
