So can anyone become a twilight?

I’m rewatch the anime again and thinking about reading the manga again, and to me in the grossly simplistic of terms twilights are like crackheads and their kids are crackbabies with the compensations, so with that case, could any “normal” person just take the drug and become a twilight? Or was it more like the OG drug was banned and what remains is only small time stuff to keep the remaining twilights in alive?
