Space Strategy with less fighting/war and ..terraforming?

I've been wanting to play a space game where I control an empire/outpost and there is some fighting but not much or none.
But the games more around manging the empire, terraforming planets and researching.
Kinda like Endless Space but without the AI being war hungry, or without the other empires but with something else to slow growth.
Stellaris without other empires, but maybe less huge
Surviving Mars, But I've played it out
