By permanence, I mean you can't change your build whenever you want without repercussions (like you can in Diablo 3).
I want a game where I can choose my specific stats to increase when I level up. Diablo or Dark Souls stat mechanics are both fantastic. What I don't want is some kind of passive skill tree to increase stats, like Path of Exile or FFX. Both are great games but not what I'm in the mood for right now.
I also like having a very high level cap that you won't need to get even close to in order to beat. I don't want to max out before the end, even if I choose to grind or even shoot to 100% a run.
It doesn't have to be an action RPG. I'm perfectly fine with something very different like a turn-based JRPG or an MMO as long as it has these mechanics.
I've played most Diablo clones, so avoid those unless it's less well-known.
Bonus points for lots of diverse gear and NG modes. Emulators are fine, too.
