Game like Deceive Inc, but w/o gunplay?

I love the idea behind Deceive Inc, having to blend into the NPC crowds and achieve objectives w/o being spotted, but I'm terrible at the gunplay. Even getting the drop on someone doesn't help because they'll still kill me faster.
Are there any games that have the hiding in crowds aspect w/o having to be an fps god? I'm remembering the old Assassin's Creed MP where you had to find and stalk your target, and just getting close enough to hit the "assassinate" button was enough; you didn't have to duel them or anything. And they could still survive if they hit the stun button fast enough to stop you.
Any games similar to that?
