I'm sure there will be players who make it their sole mission to nuke everything insight, but theyre gonna need 5 launch keys to do it. If Bethesda makes it so theres a good number of potential spawn locations and they spawn on higher level enemies things shouldnt be too bad
Not to mention that everyone and their mom seems to be for nuclear disarmament so hopefully things wont be so bad. Plus you can be proactive, get a launch key yourself and sit on it or better yet drop it somewhere in the wilderness
