can someone tell me what this Super NES or/ and Sega megadrive game is called?

This is over 10 years ago and have a vague memory of this game. I am certain it is two player and a shooter. Fairly sure it was top down and had at least 1 desert level. I think you could choose characters and there was one with a triple barrel shot gun. Sorry for the lack of detail, i have been searching for a couple days now, i don't think it was a 'popular' game but could be wrong.
EDIT: It has a free camera, you could move where you wanted, no restrictions.
