How to make BF Hardline good.

Drop the robbers. Robbers don't have the money, weapons, cohesion or tactical training in real life. Instead it should be a cartel. Cartels have all of the above. Then intermix paramilitary units in with the local police. Have missions where the cartel are moving loads and you have to get them, or raid their hideouts. Allow one narc on each side who can feed the other team with intel to make it more interesting. My two cents.
