[S4E2 Spoilers/History] Why is Joffrey the only person with both parental houses in his style?

You'll remember Joffrey was styled "of the Houses Lannister and Baratheon". This is the only time I can think of where a ruler's maternal house was given any consideration. We never heard of "Robb of the Houses Tully and Stark", "Margaery of the Houses Hightower and Tyrell", or "Stannis of the Houses Estermont and Baratheon".
Is it an exception made essentially because of how powerful his mother was, and because she was so proud that she demanded it?
