Do they ever explain the criteria for becoming a White Walker?

So I know that when one dies, they turn into a White Walker, but I've never seen any of them turn south of the Wall. I'm pretty sure not everyone in Westeros burns/beheads their deceased, so why isn't there a White Walker army formed in Westeros right now? Can they only turn in the snow or something?

Any insight would be awesome. Maybe I missed something when I rewatched the first two seasons, or maybe it gets cleared up in one of the books. I've watched the series, but haven't read the books so please try and keep the book plot spoilers to a minimum.
