Is it OK to lock the camera on an axis like this for "build mode"?

Our spatial platform has a "play mode" and a "build mode". In play mode, we intentionally lock the camera angle so that the avatar controls can be dead simple (even for non-gamers).
However, in build mode, we recently added more freedom of movement so that designers can look around as they are building. Is this enough? Or do designers typically need full 3-axis camera motion freedom to build an environment?
