Help in picking a game engine for my 16-bit concept, a spiritual successor for Mario Tennis but with more adventure

I need help picking a game engine for a game inspired by Mario Tennis for the Gameboy. It's a top view game, like Pokemon or Zelda when you move around, but transitions into a tennis game when you get into a tennis match.

What game engine would be best for it. I am already ruling out RPG Maker because it's specially geared to turn-based RPG games. But so far, I'm leaning towards Pixel Game Maker, or GODOT, as I heard GODOT can have cutscenes.

What do you all suggest? And it doesn't have to be limited to those two options.

I do have a background in C and Javascript and was quite good at it, and even though it's been years since I last did any programming, I have my notes from back then. Hopefully I can pick it up quick once I get into game dev.
