What’s a good roadmap for game dev preproduction. (Not coding)

Whenever I look for roadmaps, or a general idea of how to organize my project, it is usually programming roadmaps. However, my current struggle is all the other things. These things include story, graphics, gameplay/mechanics (I know this one has to do with programming a lot), and layout of actually game. I’m usually lost because I’m not sure if I should get the story or gameplay down first and so on.
Do people usually have a thorough idea of what they want before they code? Or do you work as you go?
