Any such thing as RGB lights that shine average screen color?

So for example in the intro for Link's Awakening DX, they would be mostly dark but they would flash with the lightning.
I'm thinking to add atmosphere to games by having LED lighting that shines along with the dominant color of the screen picture at any given time.
Does such a thing exist?
