Which Doctor lived the “eyebrow story”?

My initial thought when 14 was telling this story it occurred during 12’s life, given the eyebrows, but then I thought surely 12 would have been great at communication due to his bush brows.

The funniest Doctor this could have happened to would be 11, given his “delicate” almost non-existent eyebrows, this could be what lead to the communication breakdown between the Doctor and the Warrior Queen.

Or the fact Donna put so much pomp into making the other’s listen to the story it makes me thing it could have happened to Ten while he was with Donna.

Which Doctor do you think this happened to? If it did at all
