The Master is a cunning, devious, mastermind murderer that wiped out Gallifrey a second time round after he learned the truth of their species. But I doubt he managed to kill every Time Lord on Gallifrey, not one got away? One that was near a TARDIS or maybe some kind of one-use TARDIS like escape pod some of the High or War council got out in, this could continue the General's character, as I quite liked both incarnations of them.

I'm not going to discuss the destruction itself because what's done is done, but a future writer (hopefully Russel) could re-establish Gallifrey on Earth, similar to New-Asgard in the MCU. It's a similar concept, a high and mighty, noble race, clad in gold have to forsake their citadel to avoid destruction and set themselves up on their leader's (Thor/Lord President Doctor) favourite world to begin again.

At some point on earth, a TARDIS could arrive with many Time Lord refugees aboard, this one's chameleon circuit would work, so it would be a London Bus in the middle of Piccadilly, or something quite obtuse, but it's meant to be there. Now UNIT/Torchwood (if they do ever come back) would show up after the reports on social media of an appearing object and UNIT can scan for artron emissions, so they'd probably call in the Doctor.

During some maybe half-series subplot they can settle somewhere similar to Gallifrey, Australian Outback, Utah, Fuerteventura (Where Hell Bent was filmed), or just somewhere completely random where they have to integrate, but they maintain their culture.

It would be a fun way to bring back the Time Lords, it was great what RTD did by wiping them out to begin with, it gave us an epic 4 series arc loosely all related to the Time War, and a banger of a 50th episode. But now they've been gone for a few decades, why not bring them back? It would be nice for the Doctor to integrate with their own kind after the Timeless Child arc, it might be able to expand upon the fob watch.
