Officiant or public speaker?

My wife and I are having our wedding this weekend. We’ve been planning this for over a year and my dad was going to do the ceremony but now he can’t make it. This is a small wedding but we need someone to step in for us. This is a small gathering only 30 to 40 people you can eat lunch with everyone and hang out as long as you’d like. We don’t have much in the budget but we can work something out.
