How to get rid of this scale?

I let the boiler sit in descaling solution for 40 minutes, and once I scrubbed it out it looked fine. Then I come back after it’s dry and it looks like this?!?! Could it be because I was rinsing it with water after I was done descaling it? I doubt that’s it, though.
