Due to the rising cost of living, the increasing number of women in the workforce, and improved access to contraception, the government observed a significant decline in the birth rate. This sparked panic as it raised concerns about the continued functioning of society. In response, the government launched a new initiative, utilizing genetic modification to turn volunteer women, into individuals known as Futas.

Endowed with heightened libido, stamina, and fertility, the Futa population became the perfect solution to boost the country's birth rate. Thus, the Breeding Initiative commenced its first phase of testing, with the selection of Georgetown as the initial town.

Alex, the first created Futa, was assigned to the town, and received plenty of support to carry out her role effectively. This included a spacious house located on the outskirts of town and an unlimited credit card. Due to the urgency of the situation for the nation's well-being, the government granted Alex the authority to take any necessary measures to increase the average number of births per woman in the small town. Her goal was to raise the abysmal figure of 0.3 to at least 0.9 within a two-year period, with further bonuses the more she raised the birthrate.
