Why is the gun so constant?

I always see players get the gun up to 4 times in a single race. This is why targeting is a thing. Do red power-ups have a higher percentage of getting them from a box than the other ones? Is it normal for the game to give it to you that many times or is it just luck? Boxes just feel a little rigged rather than random at times.
