What are the best cities in North America for urbanites?

So I'm born and raised in Philly but have been thinking of leaving for a while. For those who follow local politics will know we just elected a pro-cop, pro-stop and frisk, super NIMBY candidate who spent her career blocking duplexes and doing zoning reforms to shut down businesses due to 'parking concerns'. Philly was always like a more affordable New York to me but we may see that decline over the next decade. I can easily see SEPTA being stonewalled at every turn from the administration cause taking away parking for bike or bus lanes would be *crazy* apparently. So maybe I should take it as a sign to explore other places.

Obviously as an American the main city everyone thinks of is New York which is an option. But I've also heard great things about Montreal as a city that's slept on. And I guess my my current deliberation is between New York, Montreal, or straight up getting a camper van and travelling the country. So if anyone lives in any of these places, is a nomad, or lives in a great city that most people dont realize, then I'm all ears.
