Anyone know why my heating pad isn't getting wsrm/hot enough?

My frogs heat lamp died and a friend reccomended heat pads (controversial ik) but the pad is barely getting warm, and isn't keeping his Temps high enough. The pad says it's 80°F but the thermometer RIGHT NEXT TO IT says it's around 66°. Idkcwhat to do as his Temps are all over the place since his lamp got busted and idk what to do...
