One of my toadlets has one eye and a lump

Not really sure what to do with him. He's actually very healthy and alert, and eats well. The lump has been on him since he was a tadpole. It hasn't grown in size, at least not noticeably. He also never formed a second eye. He wipes his face on that side often, like he has something on him. I don't think he knows he only has one eye?

That's what my friends think, but there's no opening for an eye? So either it grew under his skin or not at all I'm thinking
