Help me break out of the "no experience, can't apply" loop

So I did write a few samples as if I was writing for a client and also based off of what I can see on google being demanded.
But like, on Upwork, it's completely different. I don't have any samples that are relevant to the niche requirements of each post. So I can't apply because I have nothing specifically relevant to show.
Would it be advisable to just work on creating samples for this listing I'm interested in anyway? Even if I'm not getting the job? So that if a similar listing pops up, I can apply?
