How do I create a resources folder?

So, I'm trying to get the WebGL image pack working and it's been a bit of a head-scratcher so far, but my understanding is I need the HTML file and the WebGL folder in a "resource folder"?
Problem is, I don't know what that is or how to make it. Help would be appreciated.
