Say what you want, but it was completely irresponsible to pass Blueprint without the funding ready. Blueprint sounds great and wonderful, but we need to be mindful of the fiscal responsibility that comes a long with it. Hogan left with money in the bank and just after a short while, that money is gone. The spending has been out of control.
