Potty training a senior dog

Hi all, looking for some advice. My current foster is a very sweet 12-year-old collie mix that came from a long-term neglectful situation where she basically lived in her crate. As a result, she's developed a preference for going to the bathroom on her bed. She'll potty outside when I take her, and I try to take her out a lot, but her first instinct is to go on her bed.

I layer blankets and puppy pads on/around her bed area so that it's easy cleanup - I throw away the pads, wash any soiled blankets, and use pet cleaner on anything that remains. So, no smell lingers. I take her out a lot and praise her for going outside (hard to reward her though, she's not very interested in treats or toys), but I can't take her out every hour 24/7 because I work (or need to sleep, lol).

I understand why she does it and certainly can't blame her, but it gets a little expensive doing that much laundry (pay-per-load for me) and it makes her less adoptable. Can't really deny access to her preferred surface until she understands to only go outside - I can't not give her a bed. She'll go on any soft surface that she has access to.

It has only been a few days that I've had her (the rescue had her for about 3 weeks & they were very attentive), but I want to get a handle on this bad habit ASAP. Any advice?
