Rewind turned on but can't rewind?

I have rewind turned on, I enter a race, mess up at some point and go to rewind but I can't. What gives? Why does this happen? It's been an ongoing thing for a while, and is totally random. I can be doing a weekly championship and the 1st race I can rewind, the 2nd I cant, and the 3rd I can. Sometimes switching cars helps, but that's annoying.
Extremely frustrating too because I don't get the extra credit reward for having rewind turned off even though I couldn't use it.
