Online has me torn

Overall I'm enjoying the game despite some issues. I like the penalty system and most of the racing is clean. But i feel like there needs to be harsher penalties for serious incidents. I'm no too bothered by most incidents, it's a new game after all but a 3 second penalty feels like salt in the wound as you watch your opponent fly down home straight after punting you on the final corner.
How are others finding the safety rating system? My current rating is S for safety and 3988 for skill.
