Mold in ac unit from leaking water, landlord won't fix it, who can help?

I've had the ac unit in my apartment leaking water for 5 months now. This has caused mold to grow in it. I'm in North Lauderdale specifically.I contacted the health department they told me they can't do anything against apartments for this. I talked to the Florida State department too and they told me the same. I called local code compliance and they inspected it and found that the ac was installed improperly and without permit. They told me someone from the city would follow-up and and help me but nothing has been done.

Is there anything that can be done or any organization I can contact that can actually help with this or is it a matter of renters have no rights in this county?
