PLEASE remove the 'Matchmaking Penalty'

I can't tell you how many times I have gotten a bug or a glitch and had to kill my game from the control panel since I couldn't do a single thing, and ended up with a 15 minute ban. It's so stupid that you can't play for 15 minutes just because you get a game breaking bug. Please remove or find a work around for the penalty.
