How do AI clubs decide how much to offer for your players?

[FM17] I have just had a great season with Dundee, playing the Champions League and reaching the final. I have a couple of really good regens just waiting to be sold (and not even for much, because the agents limit the minimum release fee and NEVER agree to something more than 25/30 millions), transfer listed by request etc. But when the offers come in, they're ridiculously low and totally undervalued.

For example, I have this dude worth £15m, release fee at 25m. Real Madrid and Juventus take an interest and both of them make non-negotiable offers for £12m bonuses, for a total of $14-ish millions. It doesn't really make sense, and I saw the same thing happening with another two players.

Obviously the players reputation is still growing and so is the club's, so I was wondering what exactly are the parameters that determine how much the AI is willing to offer for your players, whether reputation has something to do with this or if I am blatantly ignoring something and it's all my fault.
