Can't request a higher transfer budget?

Hi guys - playing FM24 on console.
Approaching the winter window on my Atalanta save and we're 4th, performing far beyond expectations.
Got absolutely no transfer budget though and I'd like to request more (answer is probably no, but would still like to give it a go).
However, when I go to the new board request screen, I only see the possibility to request a new contract or to improve youth facilities - no request for more transfer budget? Any idea why?
