When to call it quits?

Hello everyone. I have been employed with the company for 2 years, and I just feel like I'm stuck in front end because I ask to be cross trained but no one wants to take advantage of my enthusiasm for wanting to learn. I've been through 3(soon to be 4) management changes. I'm just exhausted from working at a company that doesn't value me.
So, when should I take all of this into account and leave?
