How would I help a new enclave recruit obtain their set mask?

Once upon a time ago or so, I was role-playing on my enclave general, and recruited a level 2 player fresh out of the vault, this was back when Bethesda let players get their mask and they still dropped from enclave events.
I'd love to do this again with any player, new or old that wants a full armor set for their first set, forest and urban scout.
Is there still a way to obtain this item?
