Mysterious Quest?

So, I was casually playing Fallout, making my Dailys when this Quest appeared. I tracked down the Quest and freed the Settler (which coincidentally looked like my character) and he ran off. I tried to follow him, but lost him fighting some mole miners. The Quest did not progress. I traveld to my camp, several times, waited a few ingame days but it didn´t change. After Server hopping the Quest disappeared. What was that Quest? A new Ally? Is it connected with Daphne?
