Gladiator: Condensed down to a 4 tier perk. New scaling 30/40/50/60%. Comes with a second effect. Attacks have a chance to disarm targets (renders them unable to attack for a short time)
Iron Fist: 4 tier perk. New scaling 10/20/30/40%. New second effect. Grants the use of true unarmed animations (The one when not using weapons) Also causes the left handed attack to deal the same damage as the right. (Some weapons can’t applied since the size would be blocked by the Pip-Boy)
Slugger: 4 tier perk. New scaling 30/40/50/60. New secondary effect. Blocking or staggering a target now causes you to deal an additional 25 true damage for a short time.
Basher: Same tier but now causes targets to bleed for a short time. (Additional bashes extend the bleed time but not the amount of bleeding damage.
Shotgunner: 4 tier perk. New scaling 30/40/50/60%. Secondary effect. Hitting all pellets will deal extra true damage (3 damage per pellet)
Heavy Gunner: 4 tier perk. New scaling 30/40/50/60% Second effect. Firing for extended times reduces your cone of fire and vats cost.
Butcher’s Bounty: Same base effect. Now also highlights dead bodies, meat piles and other dead objects nearby.
Green Thumb: Same base effect. Now causes nearby plants and to glow. (includes nuked flora)
Archer: 4 tier perk. 30/40/50/60% scaling. Second effect. Now arrows/bolts cause bleeding and can cause arrows to disarm and bolts to cripple.
Rifleman: 4 tier perk. 30/40/50/60% scaling. Hitting a target's weak spot will deal an extra 15 true damage. Active rifles also weigh 30% less.
Commando: 4 tier perk. 30/40/50/60% scaling. Automatic rifles come with 10 more ammo in the magazine (this would apply over quad. So Quad 10) and active auto rifles weigh 30% less
Night Person/Night Eyes: Same perk tier but Night Eyes gets folded into Night Person. Now sneaking with Pip-Boy or other player light source doesn’t affect sneaking. Other sources will affect it however
Sniper/Long Shot: Same tier but both effects are equal and one perk. Now called Marksman/Women
Good Doggy: Same tier same base effect But now dogs, mongrels, and wolves have a chance to ignore you and can be fed with Canned Dog Food to have them follow you for a short time.
Cola Nut: Same base effect. But now allows you to craft new and current flavours.
Nocturnal Fortitude: Same tier. Same base effect. Now also increases your resistance to incoming staggers.
Lone Wanderer: Same tier and base effect. Now it works off of your distance to your team when on a team. Scales down to 5% when nearby teammates.
Robotics Expert: Same tier and base effect. Now increases the chance to find aluminum, steel, and other robotic junk items from dead robots. Also can eat robot piles for up to 15 ballistic and energy resistances for a short time.
Gunslinger/Guerrilla: Renamed to Pistoleer. 4 tier perk. 30/40/50/60% scaling. Pistols now deal 15 true damage to targets they have already hit.
Sneak/Light Footed: Same tier. Light Footed folded into Sneak.
Adrenaline: Same tier perk and base effect. Now weapon stats increase with each kill. Ranged weapons now gain 2/4/6/8/10% fire rate boost for a duration. 10/12/14/18/20% recoil reduction. Melee/Unarmed gain 3/6/9/12/15% faster swing speed and 10% more power attack damage.
Starched Genes: Condensed to a tier 1 perk. (requires only 1 point)
*Additional changes. The sharable perk is changed to any perk you have. Not just a perk you have equipped. Same rules regarding Charisma apply.
*True damage is damage that ignores resistances and can't be reduced. When using damage numbers players would see their damage and the X damage of the true damage.
With changes like this we can hopefully start to see diversity and growth in builds. Condensing down some perks gives back SPECIAL points to be further used in other ways. Perks are still level dependent but stretching the scaling makes the stages of the game feel better.
Hybrid builds would shine. Builds that need extra finally can get it without upsetting to much. Extra perk effects ideally help bring some builds back into a better place and don’t do much to make them too overpowered or overpowered. There are many other perks that could use some change but these are the ones that need help more.
