I loved building settlements up in Fallout 4 and it seems that Fallout 76 wanted to emphasize that even more with all the new CAMP objects (of course most of which Bethesda wants you to pay for). Honestly though there's only so much you can do with a single CAMP with a very limited budget. In Fallout 4, you could have your creations scattered across the entire world and build each one up to be very unique.
I feel like Workshops were the perfect opportunity for that. They give you a massive build budget but there is no real reason to do anything besides plop down resource extractors and call it a day. You could build it up to be something nice in a private world but it's gone as soon as you turn off the game so what's the point? It seems like workshops are designed for building up something nice, but there's ultimately no purpose to do so.
I regularly see people post about their CAMP builds and how excited they are about them. To many, building up CAMPs is a huge reason why people play the game (and spend atoms, Bethseda). Now imagine if we could build up all the workshops for a total of 21 additional CAMPs, that would be a dream come true. Rather than placing some extractors, you could make like a power station control room for the power plant yards, make an employees-area at Red Rocket Mega Stop, make a run-down base at the Abandoned Bog Town, and the list goes on. People would share them everywhere and advertise them, be more invested in terms of money and time into the game, and overall the players would have more fun and developers would have more funds.
It always upset me that due to the online nature of this game you can never leave your mark on the world in a meaningful way but if I could at least build up my own world, that would be the next best thing. Bethesda promised workshop persistence 9 months ago, but if they could revisit that I think everyone would be really happy.
