Lagging with my PC specs being above what the recommended are.

So I'm currently running Intel I7-7700 @ 3.6 GHz with 16 GB of DDR4 RAM and a NVIDIA 1060 6GB graphics card. My thing is I'm still lagging even though this seems to be above what the recommended specs are. Is this with the game and if so is there any way to fix it?
