Did the latest "rebalance" in the patch note for milepost zero make combat worse?!

I've been playing 76 since about wastelanders, most of my friends abandoned the game and the last one did cause combat was terrible 😩

I grinded out season 16 to get the cremator and was showing it off to my friend trying to get them to play again, but just logged in after new season dropped and the weapon I once held in high praise kinda blows now to put it lightly 🙄

I'm rocking a multi-barrel, fast propellant, slow burning version that used to take down most standard NPCs no issues. I go to use it today it takes 5 shots to take down one lost for daily... Ok I'm thinking a fluke go to kill other things nope they made it suck of course they did

Or at least I think they did 🤔 am I going crazy?!
