Help with build Power armor, perks, etc

Just got back into the game after a year or so. I’m level 159 but still feel like I don’t know what I’m doing half the time. Any guidance on what perks, PA, and mutations should I be running would be greatly appreciated. I run the minigun with shredder and the gatlin plasma if that helps.
